Hythe Street Reserve, North Mount Druitt - An Overgrown Bushland Used As A Dumping Ground!

Time and time again, I have seen overgrown bushes and rubbish dumping in Hythe Street Reserve, North Mount Druitt. This is fairly consistent, regular and it appears that it may be maintained at least 3 to 4 times a year. It is a "Reserve" that is currently not used by the community, at present by walking, running as it has no pathways or fitness tracks, for public use.

What I would like to know is, is it a Reserve for developing more median density Town Housing or is it a Reserve that will be placed into good use for the general community to use, by having tracks or pathways.
 
It is situated less than 100 metres from William Mason Reserve, North Mount Druitt and within 200 metres to Bukari Reserve, North Mount Druittso does this back which "Reserve" Hythe Street Reserve is, as stated above.

What is now need simply is a clean up and mow the grass!

I've spoken to council today and this is actually not a reserve, as in a park. These four blocks (25, 27, 29, 31 Hythe Street) are all privately owned.
I've picked up some of the light trash along the edge of the street, but unfortunately, we are just going to have to keep nagging council to make sure the land is maintained, cleared of rubbish on a regular basis and back burned of weeds.
